Frank Leonard founded Leonard Consulting LLC in 2005. Prior to that he was CFO of Blue Cross and Blue Shield Of Utah. Frank is a licensed CPA in the State of Utah and has an MBA from the University of Utah. Kathleen Leonard, CEO, has a M.Ed. from Temple University and previously worked for the City of Philadelphia and the State of Utah. Leonard Consulting currently serves clients as Fiscal Management Services Providers (FMS) through the Utah Departments of Health and Human Services.
